Punjab draft Agriculture Policy has laudably recommended a ban on all long-duration paddy varieties and paddy cultivation in 15 dark blocks, where the groundwater extraction rate is well above the recharge rate. Water-guzzling paddy has become a millstone around the state’s neck in recent decades. Its cultivation was imposed on Punjab at a time when the country was facing food insecurity in the 1960s. The state’s gritty farmers rose to the occasion, ushering in the Green Revolution, and the food-deficient nation became food-surplus. However, this led to far-reaching repercussions — agricultural as well as environmental.
Though rice is not a staple food in Punjab, cultivators have stuck to paddy farming because of an assured procurement system. What’s alarming is the enormous damage caused to the water table. According to doomsday predictions, Punjab — the fabled ‘land of the five rivers’ — may turn into a desert in two decades. Moreover, the rampant burning of paddy stubble aggravates air pollution in many parts of the northern region in October-November every year. Successive governments in Punjab have tried measures such as encouraging short-duration paddy varieties and prohibiting transplantation before the notified date, but these have only been partially successful. Unfortunately, crop diversification has been promoted in a half-hearted manner. Motivating farmers to shun paddy has to go hand in hand with encouraging them to go for alternatives that consume far less water.

European scientists were poised to attempt a first in orbital gymnastics late on Monday, tapping into the gravity of the Moon and then the Earth in quick succession to guide the JUICE probe towards Jupiter in the first-ever double slingshot manoeuvre.
Just over a year after it was launched, the European Space agency’s Jupiter Icy Moons Explorer (JUICE) is returning towards Earth on Aug. 19-20 and will use the braking effect of its gravity to take a shortcut to Venus and onwards to Jupiter. In a novel double manoeuvre, the JUICE probe will first use the gravity of the Moon to swing towards Earth on exactly the right trajectory.
That is risky because the slightest error at that stage would be amplified by the second part of the routine which involves using Earth’s gravity to slow down. Scientists warn that could derail the eight-year odyssey to reach Jupiter and its moons.
“Inherently this is a bit tricky, because you would need to correct any error, and you would need propellant for that,” Nicolas Altobelli, JUICE Mission Manager, said in an interview.
ESA said the Airbus-built (AIR.PA), opens new tab probe was due to pass 750 km (465 miles) from the Moon’s surface at its closest point.

An October 2016 study that Talavera coauthored found that painted ladies from Europe migrate in great distances of around 2,500 miles (about 4,000 kilometers) to sub-Saharan Africa, facing obstacles such as the Mediterranean Sea and Sahara Desert. But even so, the butterflies remain mostly over land where they can “stop and refuel, feed on flowers and then get energy to keep going,” Talavera said.
Crossing the Atlantic would take a painted lady butterfly five to eight days, depending on different variables, according to the new study.
Based on analyses of the energy constraints, researchers concluded that the butterflies could fly a maximum of 485 miles (780 kilometers) or so without stopping, but favorable wind conditions are what allowed them to complete the lengthy journey, Talavera said.
“This is actually kind of a record for an insect, especially for a butterfly, to perform such a long flight without possibilities to stop,” said Talavera, who also leads the Worldwide Painted Lady Migration Project, a global citizen science project that tracks the migratory routes of the insects.
There have been other instances in which experts suspect butterflies and other migratory insects of traveling longer distances than usual, turning up on boats, remote islands or countries where they are not usually found, Talavera said.
The researchers believe that these butterflies took part in their annual migration south from Europe but got lost when the wind blew them into the ocean, he added. The butterflies then likely rode out the trade winds, which blow east to west near the equator, until they reached land in South America.
